American pet food is regulated by the U.S. Food and Drug Administration (FDA). Pet products include canned foods for cats and dogs, dog food, cat food, pet snacks and health supplements. The FDA’s pet food regulations are similar to other animal food regulations. The Federal Food, Drug and Cosmetic Act (the “FFDCA”) requires all animal foods to be safe to eat like human foods, produced under hygienic conditions, free of harmful substances, and truthfully labeled. According to the FDA pet food regulations, pet food products are not required to obtain the FDA’s pre-market approval. However, the FDA still ensures all the ingredients used in pet food are safe and have appropriate functions. Many ingredients (such as meat, poultry, and grains) are considered safe and do not require pre-market approval. Other substances, such as minerals, vitamins or other nutrients, flavorings, preservatives, or processing aids, can generally be recognized as safe for the intended use. Food additives must be approved before it can be added to processed pet food.
