China Food and Drug Administration issued revised ‘Decree on Cosmetic Supervision and Management’on January 2020.
Like many countries, China adopts an administrative licensing system for the sale of cosmetics: cosmetics and its new raw ingredients need to be reviewed and approved by the China Food and Drug Administration (CFDA), and can only be sold after obtaining an administrative license for cosmetics hygiene or a filing certificate.
a new cosmetic ingredient means a natural or artificial ingredient has never been used in China. In this case not only cosmetics regulations but chemical regulations should be complied as well.
For foreign companies want to import cosmetic products and new raw ingredients to China have to entrust a local Chinese company as a registrant to submit all documents and the registrant will take the full responsibilities of risk assessment.
