National Medical Products Administration publicly solicits opinion survey on "Cosmetics Manufacturing Quality Management Regulations"

In order to implement the “Regulations on Supervision and Administration of Cosmetics”, National Medical Products Administration organized the drafting of “Cosmetics production quality management practices (opinion survey)”,  “Management Measures for Adverse Effect Monitoring of Cosmetics (opinion survey)”, “Cosmetic sampling inspection management practices (opinion survey)”, now soliciting opinions from the public.

 

Background of the opinion survey:

Thirty years have passed since the “Regulations on Cosmetic Hygiene Supervision was implemented on January 1st, 1990, which has always been the fundamental system for the current cosmetics management.   Since 2013, the State Council has included the “Regulations on Supervision and Administration of Cosmetics” in the revision plan, and has issued multiple drafts for soliciting opinion survey.  On June 29th, 2020, “Regulations on Supervision and Administration of Cosmetics” will be officially promulgated and will go into effect on January 1st, 2021.  The new regulations will be used as a new foundation system to regulate cosmetics for the development of the industry.

 

Drafting description for cosmetics production quality management specifications:

The newly revised “Regulations on Supervision and Administration of Cosmetics” stipulate that cosmetics registrants, record holders, and entrusted manufacturers shall organize the production of cosmetics in accordance with the requirements of “Cosmetics Manufacturing Quality Management Regulations” formulated by the drug regulatory department of the State Council.  To implement the new “Regulations on Supervision and Administration of Cosmetics ” and standardize the quality management of cosmetics production, Department of Cosmetics Supervision has researched and drafted numbers of survey seeking for public opinions.
